Punjab has rolled out revised charges for property transfer and registration services, impacting thousands of landowners and buyers. The Punjab Land Records Authority (PLRA) implemented the new fee structure for fiscal year 2026-27, effective immediately across the province.
New Fee Structure for Land Services
According to an official notification, updated rates now apply to critical services, including land record copies, property transfers, mutations, e-registration, and bank verification. Different charges have been introduced for domestic users and overseas Pakistanis.
Express vs. Standard Land Records
Under the new schedule, express land records—such as Fard, Mutation, and Girdawri—obtained via Mobile Arazi Record Centers (MARCs) and Universal Access facilities will cost Rs4,000. Standard service fees remain at Rs900. Meanwhile, the Naqal Arazi Record fee has been set at Rs5,000. Additionally, a Green Property Certificate now costs Rs800, while copies of registered deeds require a Rs1,400 fee per transaction.
Mutation Charges Revised
Regular mutation fees have increased to Rs1,200. Bank-processed mutations will now cost Rs2,100. Express mutation services, however, have seen a significant hike to Rs11,200. Further, bank verification of land records will charge Rs1,000 for successful transactions and Rs700 for unsuccessful requests.
E-Registration and Transaction Fees
For e-registration services, appointing a commission will cost Rs6,700. Sale and purchase transactions will incur a 0.1 percent fee on the property’s value, with a minimum charge of Rs3,600. Other e-registration transactions will carry a fixed fee of Rs3,600.
Specialized System Charges
Property Transfer System (PTS) transactions for housing societies and development authorities will cost Rs3,000. Filing cases through the Revenue Courts Management System (RCMS) requires a Rs3,500 fee.
Overseas Pakistanis Face Additional Charges
For overseas Pakistanis, the PLRA has introduced an extra $50 service charge for land record services obtained through foreign missions. Appointing a foreign mission as a local commission under the e-registration system will cost $100 per transaction.
